Financial and Risk Management Manager

Position: Financial and Risk Management Manager, USAID Local Works Support

Duty Station: Scott Wilson Nepal Office, Maharajgunj, Kathmandu (Central Office), with frequent field visits to provinces and municipalities

Contract: 1 Year (extendable for 5 years based on performance)

Salary: An attractive salary with additional benefits including a provident fund, gratuity fund, festival allowance, and medical and accidental insurance will be provided. Applicable taxes shall be deducted as per the law of Nepal.

Working Days: 5 days a week (Mon-Friday, 900 a.m. to 530 p.m.)

The United States Agency for International Development (USAID) Mission to Nepal has awarded S.W. Nepal Pvt. Ltd. (Scott Wilson Nepal/SWN), as prime contractor, a contract to provide dedicated, long-term support to USAID’s flagship locally-led development program, Local Works. This five-year initiative commences on January 8, 2024.

Local Works is a locally-led development program aimed at capacitating local actors—including individuals, communities, networks, civil society organizations (CSOs), private entities, and governments—to take the lead in the development process, including priority setting, developing solutions, decision-making, and overall management.

Since 2015, Local Works has operated in 32 countries, aligning with legislation from Congress to integrate locally-led development practice into the agency’s operations and programs, reflecting what Administrator Samantha Power states: “If we truly want to make aid inclusive, local voices need to be at the centre of everything we do.”

The USAID Local Works Support, facilitated by S.W. Nepal Pvt. Ltd., will offer important services such as organizational capacity development (OCD), third-party monitoring, risk assessment, and local works coordination. More specifically, USAID Local Works Support will assess and capacitate local actors in areas like human resource management, financial management, and operations. This initiative aims to improve cooperation, coordination, and co-creation among local actors, including the USAID Mission to Nepal, local beneficiaries, and local governments.

This will be achieved through targeted communication, outreach, and information-sharing activities. All activities and components under the Local Works Support will be underpinned with a focused effort to raise awareness and uphold gender equality and social inclusion (GESI) and diversity, equity, inclusion, and accessibility (DEIA).

Purpose of the Position:

The Finance and Risk Management Manager leads Component B (Third Party Monitoring and Risk Management) of Local Works Support. The manager will execute risk management strategies, conduct assessments, offer recommendations to mitigate risks and ensure the transparency and accountability of the Local Works Implementing Partners (IPs). 

The areas of emphasis are not limited to financial, logistics, administrative, governance, procurement, asset management, human resources management, and information systems.  The manager is also tasked with considering the legal and regulatory environment influencing these systems.

The manager will oversee a Finance and Risk Management Officers team and be accountable to CoP.

Scope of Work (SoW) and Responsibilities:

The service may include, but is not limited to, the following activities:

  • Develop financial management systems and assist IP in developing financial statements and reporting. Provide information on bi-weekly reporting to USAID, lead the quarterly financial reporting, and provide support in the preparation of quarterly performance reports and annual and final reports. 
  • Lead the compliance reviews and validation to monitor and ensure that the organization’s policies and procedures are properly implemented and adhered to.
  • Perform validation against agreed targets and frameworks to ensure continued compliance with standards and procedures by the Local Works implementing partners.
  • Lead and perform financial monitoring and financial verification of Local Works.
  • Provide training and orientation to OCD managers in organizational policies, finance, and risk monitoring so that they are capable of mentoring the IPs in OCD.
  • Develop procedures and processes, train, supervise, and guide Financial and Risk Management Officers in reviewing reimbursement requests from implementing partners (IPs) following the terms and conditions of the awards and the IP’s policies and procedures.
  • Ensure IPs follow the terms and conditions of the awards and the IP’s policies and procedures.
  • Review and confirm the detailed expenditures of all payments, including reconciliation between interim payment certification and milestones.
  • Support COP in the day-to-day operation and management of the LWS office and partnerships.
  • Any other related tasks assigned by COP or SWN management within the scope of the project.


  • Master’s degree in Business Administration, Professional Accounting, and relevant areas (preferred Chartered Accountant, CA) with a minimum of 13 years of experience in the field of accounting, financial monitoring, and risk management, of which at least 5 years of experience are in a Finance Manager or equivalent position.
  • Experience working with private organizations in the development sector, NGOs, INGOs, and donor-funded projects.
  • Familiarity with USAID rules, regulations, and reporting requirements.
  • Knowledge of Nepal’s financial and accounting acts and regulations, Nepal’s acts of taxation, procurement Acts, organization incorporation, etc.
  • The individual should have an excellent understanding of the development sector, including non-governmental intuitions, CSOs, and Local Governance practices

Core Competencies and Technical Expertise

  • Excellent ability to work effectively under pressure, prioritize and implement multiple tasks within strict deadlines, and produce high-quality deliverables.
  • Strong training, capacity-building, and facilitation expertise
  • Excellent verbal and written communication skills in English and Nepali
  • Strong at using MS Word, MS Excel, and MS PowerPoint.
  • Proactive and detail-oriented individual with a dedication to identifying solutions to problems.
  • Ability and willingness for field travel
  • Positive attitude and a good sense of humour.
