United Nations Duties and Responsibilities

Within delegated authority, the Humanitarian Coordination Officer will be responsible for the following duties:

  • In close coordination with UNCT, HCT and relevant government agencies; Monitoring, analysis and reports on humanitarian development, disaster relief/management or emergency situations in the country.
  • Advises and supports UNRC, HCT and relevant government agencies in the coordination of the common humanitarian program cycle (needs assessment and analysis, joint planning, fundraising and resource allocation and monitoring and evaluation).
  • Facilitates the organization of analysis and advocacy on humanitarian, emergency relief and related issues; Organizes follow-up activities, including interagency technical review meetings, to support policy development work, advocacy, and decision-making on important issues.
  • Participates in interagency disaster response/preparedness initiatives; Assists in the coordination of humanitarian/emergency assistance for disaster situations and ensures necessary assistance; Draft status reports, informing the current situation and specifying the immediate needs of disaster-affected communities.
  • Ensures a wide range of substantive support on policy issues, strategic planning, operational and cost planning, annual reports, action plans, resource mobilization, advocacy and contingency plans.
  • Liaises with and assists in partnership-building with government officials, other UN agencies, non-governmental organizations, and regional organizations.
  • Builds and maintains relationships with a broad group of operational humanitarian partners to advance humanitarian work.
  • Provides technical assistance at the provincial level and conducts an in-depth review of coordination mechanisms.
  • Prepares or contributes to various written reports, documents and communications, e.g. Study volumes, background papers, policy directives, parliamentary papers, briefings, case studies, presentations, correspondence, etc.
  • Reviews and advises on policy issues related to the protection of humanitarian principles and ensuring the effective delivery of humanitarian assistance.
  • Organizes and participates in working groups, meetings, conferences, and consultations with other agencies and partners on humanitarian and emergency relief-related matters.
  • Ensures coordination, resource mobilization, facilitation of knowledge creation and achievement of SDGs, focused management on gender and social inclusion; Identifies and synthesizes best practices and lessons learned directly linked to country policy goals.
  • Provides guidance to new/junior employees.
  • Performs other duties as required.

Qualifications/special skills

  • Advanced university degree (master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area.

Languages

Fluency in written and spoken English and Nepali.


Additional Information
Other desirable experience:

  • Knowledge of the humanitarian issues and human rights situation in Nepal.
  • Experience of UN system operations and priorities in Nepal.
